Britney Spears welcomes new niece, congratulates sister

Thursday tweeted congratulations to her sister, Jamie Lynn Spears, for the birth of her second daughter, Ivey Joan Watson.

"I could not be more excited to welcome baby Ivey to this world," Britney wrote.
